一：有些机械设备引进进口时为什么需要招标，招标范围？
1．规定由国家物资局组织审批的单台价值超过一定金额的机械设备，以上需要进口的仪器仪表、医疗器械和电子元器件；单台价值超过一定金额的机械设备以上需要进口的其它机电设备。
ItisstipulatedthatmachineryandequipmentwithavalueexceedingacertainamountshallbeexaminedandapprovedbytheStateAdministrationofMaterialandMaterials,andthattheabove-mentionedinstrumentsandinstruments,medicalinstrumentsandelectroniccomponentsshallbeimported;andthattheabove-mentionedmechanicalandelectricalequipmentwithavalueexceedingacertainamountshallbeimported.
2．规定由国家经委组织审批的限额以上的引进项目需要进口的机电设备。
3．列入国家经委制订的“国家控制进口的机电产品”目录内的机电设备。
4．国家规定要招标的限额以上引进项目需要进口的机电设备和需要进口的其它机电设备。
5．规定由各地方、各部门组织审批进口机电设备和各方面需要的国产机电设备中需要招标部分。
凡需进口第五条第1项所列的机电设备，设备需方须将进口订货卡片及卡片说明报送国家经委机电设备
