答：根据国家质量监督检验检疫总局令第135号发布《进出口水产品检验检疫监督管理办法》第十四条，水产品进口前或者进口时，收货人或者其代理人应当持输出国家或者地区G方签发的检验检疫证书正本原件、原产地证书、贸易合同、提单、装箱单等单证向进口口岸检验检疫机构报检。
