据了解，当前全国实际可利用水资源量已经接近合理利用水量上限，未来水资源开发难度极大。针对这一状况，我国已宣布将加强水资源处理作为主要的目标，对于污染防治、污水处理、水资源循环利用等方面将给予大力支持。
表示，“十二五”的总体战略将从“十一五”的“控源减排”向“减负修复”过渡。目前，国内工业企业的污水处理处于基本达标状态，深度和稳定性都不够。“十二五”期间要使其在达标基础上，进一步按照区域总量控制的要求深化治理。
统计显示，截至2011年底，全国设市城市、县及部分重点建制镇累计建成城镇污水处理厂已超过2000座，总处理能力超过1亿立方米/日；正在建设的污水处理项目2000多个，可新增污水处理能力约6500万立方米/日。预计“十二五”期间，国家每年向水处理方面的投入有望保持14%的增长率，远远大于gdp的增长率。因此，净水剂行业未来发展潜力巨大。
巩义市净水剂行业协会相关负责人告诉记者，中国城市化发展***快的时期也是水处理市场发展***具潜力的阶段。近两年，随着西部大开发战略的实施，新疆、内蒙古、宁夏等西部资源大省区相继建起了上百套大型煤化工、冶炼、化肥、电石、氯碱等项目，投资已超过上百亿元，仅这3个自治区的污水处理就需要大量的絮凝剂、阻垢剂、黏稠剂等各种净水剂，以及各种净水滤料、污水处
